I'm unfortunately looking for any information on winter tires sizes. I've normally stored my car during the winter but won't be able to this year

So I was wondering if you can help me out for tires.
1) Can you change the size of the rim down to a 17"?
If so what's the size?
Also, notice any change in the car?
2) Any recommendations from Canadians on where to pick some up for a good price?
