Throttle Percentage in Engineering mode

Hi, I am looking for confirmation of what the throttle percentage should read when in the engineering mode, with engine not running and no foot on th throttle pedal. My V6 says 27.4% and the dealership tech says that's what the throttle sensor resets itself to for the next start. Any feedback out there ?
