I don't know what the laws are in WA, but most states won't allow you to "revert" a car back to older emissions technology and still register and drive it on the highway. Any conversion can be done for the right amount of money, but you have to decide if the conversion you are considering is worth the time and money. Unless you are going to use this car as a pure racecar, I would discourage you from going carburated instead of fuel injected. Fuel Injection is a far more efficient way to "feed" an engine.
